It's by no means well below market prices but slight variations in how much you pay for housing in the condo/apartment complex can make a HUGE difference.

These apartments are condominiums, meaning they are all individually owned by investors. They were built in 1982 and have experienced a lack of maintenance. The rents are reasonable - but the owners are looking at income so prices are pretty close to market rates per square foot.
